BS EN ISO 14122-3 - Item 5: Safety requirements of stairways.

Item 5.1 The tread and the rise must meet the formula:
600 ≤ 1 tread + 2 rises ≤ 660 (dimensions in mm)

Item 5.2 The overlap of the stair tread must be ≥ 10 mm, and it must the same at landings and floor.

Item 5.3 On the same flight, the rise, whenever possible, must be the same. Where it is not possible to have the same rise between the floor and the bottom stair tread, the rise may be reduced by a maximum of 15%.

Item 5.4 The top stair tread must be level with the landing and the tread must be the same as the rest of the flight.
Item 5.5 Vertical clearance. The vertical clearance must be at least 2300 mm above walking level.

Item 5.6 Clearance at right angles to the pitch of the stairway. The clearance at right angles to the pitch of the stairway at the top edge stairtread must be at least 1900 mm

Rule of thumb for the ratio: Rise/Tread:

2 rises + 1 going = 630 mm
